Low RNA concentrations and very small 18S/28s peaks

Help anyone!
I have extracted RNA from microvessels isolated from post-mortem brain and each time it gives me low RNA concentration.My lowest was 10ng/uL and highest 40ng/uL.I ran them through the Bioanalyzer and anything below 40ng/uL gave me a RIN of 1.1 or N/A!Even I ran duplicate of 40ng/uL sample, 1st reading gave me RIN 1.1 and 2nd reading gave me RIN 3.2.I'm wondering if I should concentrate all the low RNA samples together to get better and more obvious RIN?
